Supports dual-target generation for both Claude Code and Codex runtimes from a single manifest, auto-normalizing legacy flat configs to a canonical shape with target-specific blocks. Includes built-in registries of capabilities, traits, policies, and skills that extend the manifest without serialization, plus environment auto-detection (Node.js, Python, Go, Rust, Java, Ruby, Docker, Terraform) to inject runtime-specific instructions. Interactive wizard and preset templates (feature-team, research-and-build, secure-dev) bootstrap common patterns, while `diff`, `import`, and `explain` commands provide visibility into generated outputs and team topology.
