Implements MSBuild-driven distribution of AI skills and MCP server configs via NuGet, automatically placing files into each agent's native directory structure (`.github/skills/`, `.claude/skills/`, `.cursor/rules/`, etc.) on `dotnet build`. Supports opt-in/opt-out control per package with consumer override capability, and auto-detects target agents by scanning for configuration directories at build time.
