Implements local-first action gating with structured "Action Proposal" contracts that require agents to declare intent, impact, provenance, and cryptographic evidence before executing high-impact tools—verified deterministically using SHA-256 hashes and Ed25519 signatures before tool execution. Integrates directly into LangGraph (`PICToolNode`), MCP, OpenClaw, and Cordum via pluggable `KeyResolver` backends, with an HTTP bridge for language-agnostic adoption and a CLI for offline verification and keyring management.
