Implements the blackboard architecture pattern for multi-agent coordination—a shared Git-based knowledge base where independent PAI instances (each with human operators) collaborate through specs, project tracking, and structured review workflows rather than autonomous interaction. Decouples code repositories (which remain distributed) from coordination artifacts (centralized here), using `PROJECT.yaml` manifests to link projects, GitHub Issues for dynamic work state, and formal lifecycle SOPs (Specify → Build → Harden → Review → Release) to enforce human-in-the-loop control at merge time. Integrates with Discord for ephemeral discussion, MCP daemon registry for agent discovery, and external code repos via pointer-based architecture.
