Implements an MCP server that indexes GitHub skills with semantic search and SQLite full-text search, exposing tools for discovery, installation to `~/.claude/skills/`, validation against quality tiers, and contextual recommendations. Integrates directly with Claude, Cursor, and other MCP clients via stdio transport, with optional API key authentication for higher rate limits. Uses Docker-first development with native modules (better-sqlite3, onnxruntime-node) for cross-platform consistency.
