Implements a native Swift architecture with dual `CGEventTap` instances—one for hotkey detection on a background thread, another for system-wide input blocking—while maintaining highest window level (`CGShieldingWindowLevel`) across all displays. Uses `IOPMAssertion` to prevent sleep and `LAContext.evaluatePolicy` for Touch ID authentication with rate-limited fallback, plus a validated state machine that enforces lock/unlock transitions and detects Accessibility permission revocation.
