Validates AI instruction files (CLAUDE.md, AGENTS.md, etc.) against a modular ruleset, assigning capability levels (L1–L6) and actionable violation scores. Available as CLI, MCP server for editor integration, or GitHub Actions, with auto-fix, rule dismissal, and semantic evaluation capabilities. Rules are externally versioned and updatable via `ails update`, supporting project-level config overrides and cross-agent validation.
