A tensorflow implementation of EAST text detector

Implements rotated bounding box (RBOX) detection with a ResNet-50 backbone and dice loss optimization for scene text localization. Achieves 80.83 F1-score on ICDAR 2015 through multi-GPU training and includes a high-performance C++ locality-aware NMS for ~16 fps inference on 720p images. Provides both command-line evaluation tools and a web demo server for real-time text detection.
