Implements six specialized tools for citation-based legislation lookup and administrative ruling retrieval, with built-in context safety caps (25K chars for legislation, 20K for rulings) to prevent LLM overflow. Connects directly to Normattiva's Akoma Ntoso XML feeds and OpenGA's administrative justice metadata, extracting structured sections (fatto/diritto, dispositivo) from court decisions. Runs as a FastMCP server over HTTP with in-memory caching of OpenGA datasets and no external database dependency.
