Builds cryptographically verifiable compliance artifacts (W3C Verifiable Credentials, EU AI Act declarations, audit trails) that AI agents can present to regulators or each other—not just organizational dashboards. Implements a modular stack: DID-based identity with Ed25519 signing, UCAN-style delegation tokens, hash-chained provenance tracking per Articles 10–12, and optional Base L2 blockchain anchoring via Ethereum Attestation Service. Exposes all 47 capabilities as an MCP server (Claude, stdio transport) and Python library with offline-first local JSON storage.
