Builds an immutable, content-addressed semantic graph (functions, dependencies, behavior changes, test coverage) stored locally in SQLite and synced to Kai Cloud via post-commit hooks. Exposes 12 MCP tools for AI assistants and integrates with GitHub Actions/GitLab CI for selective test execution based on behavioral impact rather than file diffs, enabling 80% CI time reduction.
